Adopted Planning Guidance

Supplementary Planning Documents (SPDs) provide further detail and guidance to support the policies set out in the Local Plan. They help to clarify how policies should be applied and implemented in practice.

In addition, the Council has also produced a number of Interim Planning Guidance Notes and Broad Concept Plans where timely guidance is required, for example while new policy is being prepared or reviewed. These provide interim advice on specific planning matters and help to ensure consistency in decision-making.

The Fenland Infrastructure Delivery Plan (IDP) identifies the infrastructure required to support growth across the district.

SPDs and interim planning guidance can be used to provide further guidance for development on specific sites or on particular issues, such as design, infrastructure provision, or developer contributions.

While Supplementary Planning Documents and Interim Planning Guidance Notes are not part of the statutory development plan, they are capable of being material considerations in the determination of planning applications.

Planning Obligations IPGN

The Planning Obligations IPGN was adopted by Cabinet in February 2026. This IPGN explains how Fenland District Council uses planning obligations (often called Section 106 agreements) to make sure new development is acceptable and properly supported.

Houses in Multiple Occupancy IPGN

The Houses in Multiple Occupancy IPGN was adopted by Cabinet in February 2026. This IPGN explains how Fenland District Council will assess planning applications for Houses in Multiple Occupation (HMOs).

Best and Most Versatile Agricultural Land IPGN

The Best and Most Versatile Agricultural Land IPGN was adopted by Cabinet in February 2026. This IPGN explains how Fenland District Council will assess development proposals that affect Best and Most Versatile (BMV) agricultural land.

Cambridgeshire Flood and Water SPD

The Cambridgeshire Flood and Water SPD was adopted by Full Council in December 2016. This SPD provides guidance for developers and applicants on managing flood risk and protecting the water environment in and around new developments.

Delivering and Protecting High Quality Environments in Fenland SPD

The Delivering and Protecting High Quality Environments in Fenland SPD was adopted by Full Council in July 2014. This SPD has been prepared to provide further guidance on a number of policies in the Local Plan, in particular Policy LP16, 'Delivering and Protecting High Quality Environments Across the District'.

Fenland Infrastructure Delivery Plan (IDP)

The Fenland IDP was adopted by Full Council in February 2016. This IDP supports Policy LP13 - 'Supporting and Managing the Impact of a Growing District' of the Local Plan.
