What is Anti-Social Behaviour (ASB)?
Anti-Social Behaviour is behaviour that causes, or is likely to cause, harassment, alarm or distress to other people.
It can include both criminal and non-criminal behaviour, such as:
- noisy neighbours
- vandalism
- graffiti
- fly-tipping and littering
- discarding syringes or needles
- threatening, harassing or inconsiderate behaviour.
Report anti-social behaviour
Police, councils and housing associations work together to deal with antisocial behaviour.
Where best to report anti-social behaviour depends on the circumstances.
- If you feel threatened, think the behaviour could be breaking the law or need urgent action, report it to the police online through Cambs Police Antisocial Behaviour Report or Cambs Police Web Chat 101 or by calling 101.
Criminal offences should always be reported directly to the police.
- If you live in a housing association property and the anti-social behaviour is happening in or near your building, report it to your landlord.
Your landlord is likely best placed to help with issues such as neighbour disputes, untidy gardens, boundary disagreements, noise nuisance and tenancy breaches.

We have specific methods for reporting the following:
- broken glass, dead animals, graffiti, fly-tipping, syringes or vandalism
- noise, smoke, air or light problems
- abandoned vehicles
- lost or found dogs. If a stray dog is considered to be a danger to the community, road users or livestock call the police on 101
- dog fouling
CCTV concerns
Use of domestic CCTV is covered by the Information Commissioners Office (ICO).
Any complaints over the use of home CCTV systems should be reported to the ICO.
Cannabis use
Cannabis use in private or public is a criminal offence and should be reported to the police. Reports received by the Council about cannabis use will be shared with the police.
